People have been caught breaking Wales’ 20mph speed limit more than 100,000 times, according to new data. The latest data from GoSafe reveals 112,699 offences were committed up to March 2025 since the introduction of the default speed limit in September 2023.

Maybe, just maybe, PopCon’s call for a thoroughgoing restoration of the British constitution is finding support in unexpected quarters. Robert Jenrick’s campaign against two-tier justice is already achieving results. Surely, the government will now at least clip the wings of the Sentencing Council. If they have any sense, they will abolish it altogether. Wes Streeting has already decided to do away with the absurdity of NHS England, the world’s largest and probably most ridiculous quango. These may just be isolated, individual instances rather than part of a grander plan by the government. But in today’s Times, Patrick Maguire reports that a wider and more strategic assault on the out-of-control Whitehall bureaucracy might shortly be under way. A memo circulated in Downing Street last month by Starmer’s director of strategy, Paul Ovenden, apparently proposes an “empowered, uninhibited executive”. Several regulators have apparently been “earmarked for deletion”. Jonathan Hinder of the new Blue Labour caucus has reached the conclusion that, “The British government does not run this country.” The fact that such thoughts are being expressed by those on the red team is an encouraging development. We will see whether Labour really has the inclination – or the party unity – to take on the bureaucratic machine. I suspect they will flounder, perhaps trimming a little here and there as the politics of the moment determine. That makes it even more important for the Conservatives – and others – to find their feet when it comes to a plan to reassert Parliamentary sovereignty. Robert Jenrick’s efforts need to be repeated across all major portfolios. Rupert Lowe – now cast aside by Reform UK – has become an impassioned advocate for a Great Repeal Act. Nigel Farage and others are surely sympathetic to the idea but have yet to fully articulate the case. The Conservatives’ policy review process should focus in on the legislation and state infrastructure that needs to be removed. Precise questions around sequencing and methodology can be thrashed out later, but the discussion around the need for a great restoration and national renewal should start now. There is a danger that the party is getting bogged down in consulting about much more nebulous and generic “values”. That has its place, no doubt, but is unlikely to generate any immediate cut through. It might be four years until the next election, but there is no time to waste. Keep the flag of freedom flying. Wales’s 20mph speed limit has cut road deaths. Why is there still even a debate?

Research suggests the scheme may be more popular than thought, with consultations dominated by a loud minority

Even with the caveats about limited data and untangling causation and correlation, the statistics are striking: the first year of a scheme in Wales where the speed limit on urban roads was lowered to 20mph resulted in about 100 fewer people killed or seriously injured.
Introduced in September 2023 as a major road safety project of the Labour-run Welsh government, it made 20mph the default limit for any built-up area, defined as roads where lamp-posts were no more than about 180 metres apart. This took in about a third of all roads, with the Conservative opposition saying the definition was far too broad.
At the time, other controversies were raging over roads policies, including low-traffic neighbourhoods and the expansion of London’s ultra-low emission zone – a culture war embraced by some Tory politicians.
Countering this, increasingly, is hard evidence. While Welsh government statisticians warn that at least three years’ data will be needed for a meaningful conclusion, the road casualty figures – showing an estimated 10 fewer deaths and a nearly one-third drop in overall casualties – follow research from insurers indicating that 20mph zones appear to be bringing down the number of claims.
Peter Fox, who covers transport issues for the Conservatives in the Senedd Cymru, insists his worries about 20mph zones are not about the general idea, just how it was implemented, with the lower limit taken as the standard for built-up streets.
“None of us are against20mph around schools, busy residential areas, or anywhere where there’s quite a lot of pedestrian footfall,” he said. “But we didn’t need to change the default position.”
Lee Waters, who was transport minister in the Labour-run Welsh government when the policy was introduced, has called it “the most successful road safety intervention in modern times”. But even he concedes that with retrospect it could have been done differently.
“You have to apply the sniff test,” he said. “If someone is being asked to drive at 20mph and it doesn’t make sense as to why, you have a problem. There wasn’t sufficient capacity or willingness locally to use the flexibility within the guidance, to apply it on a place-specific basis.”

This was subsequently addressed in Welsh government guidance to councils to help them identify areas where 20mph schemes were inappropriate and the speed limit widely flouted. Officials say this assessment process is coming to an end, and changes have been made.
Now 20mph zones are being proposed and implemented beyond Wales, and not just from Labour politicians. Cornwall council, in south-west England, which is run by the Conservatives, began a programme of reducing speed limits to 20mph in urban areas in 2022, and it is still being expanded.
Connor Donnithorne, the councillor who leads on transport matters in Cornwall, said their policy had been different to Wales, including a more targeted approach and a focus on encouraging people to reduce their speed using signs rather than enforcing it with cameras.
“The idea is to do all this in a pragmatic way,” he said. “The issue is that if you force people to go 20mph on a road where it doesn’t make sense, it’s very difficult to change driver behaviour and patterns. That’s why we’ve worked very hard with the highways team to make sure that it is done in the right places, because that brings the community along with us.”
For all the progress, a key question remains: as more and more evidence arrives, why is all this still even a debate? As Waters puts it: “There is still this idea that 70 or so road deaths a year in Wales is acceptable. But we would never accept 70 deaths a year on the ferry to Ireland, or on buses.”
Some argue that it is because of what is called motornormativity, an idea devised by Ian Walker, a professor of environmental psychology at Swansea University. This sets out that car ownership and use is so ubiquitous that people are all too often unable to think beyond it.
One result, he argues, is that people implicitly accept deaths and injuries on the roads as this is seen as essentially random, and so in a curious way almost fair, when in fact the odds are notably worse for pedestrians and cyclists.
“This isn’t generally done in bad faith,” Walker said. “It’s just a very car-centric mindset of thinking the risk is distributed equally, when for some it’s much higher and systemic.”
Another aspect of Walker’s research has an even more pertinent lesson for politicians: policies such as 20mph zones are often more popular than people think.
A study he led, based in the UK, US and the Netherlands, found that two-thirds of people believed they personally supported non-car travel more than the public at large. This is an example of a social-psychological phenomenon called pluralistic ignorance, where people automatically assume the consensus must differ from their own views.
In this case, it seemingly happens “because people rarely see changes to the car-first status quo being seriously discussed or supported, let alone implemented”, Walker argues. As such, he says, consultations on 20mph zones tend to be dominated by dissent, with supporters silent as they assume they are in the minority.
There is, perhaps, a lesson here for politicians, although not an easy one: sometimes it can be best to ignore the noisiest voices, and take the evidence-based course.

The Plan of the Elites
Their purpose is to centralise all power and wealth into the hands of the few. They aim to take from everyone else, explicitly stating: “You will own nothing.” When a person owns nothing and still works, they are a slave. When a person owns nothing and is forced to work, they are a slave. This is the goal: a slave society, with the elites as lords and masters.
They justify this by claiming that only “the super-intelligent” should be trusted to make decisions. Starmer and Rayner may think they are super-intelligent. But the truth is: intelligence is not concentrated in Davos or Westminster. Intelligence is spread throughout the whole population—across farmers, builders, small business owners, parents, and tradesmen.
The Problem
The Labour Party, the Conservatives, the WEF, and other centralised bodies are destroying Britain. They are demolishing it culturally, economically, and socially. And we must stop them. Here’s how.
1. Drain the Swamp
We must vote out, remove, and sack the corrupted political class. Replace them with people who believe in Britain as a free, productive, secure, and independent nation.
2. Reform the Political System
The first-past-the-post system leads to a one-party state with two faces. It must be replaced by a truly representative system that prevents single-party dominance and reflects real public opinion.
3. Restore the Purpose of Government
The primary purpose of government is the protection of individual freedoms and property rights. Every other function is secondary.
This includes:
• Freedom of speech
• Freedom of information
• Freedom of movement
• Freedom from government coercion
• Freedom to choose
4. Incentivise Work, Not Idleness
Every person is either a maker or a taker. Socialism punishes the makers and rewards the takers.
• If people profit from work, that’s good for them, their families, and their communities.
• Wealth comes from production and trade, not from handouts.
• Capitalism doesn’t create poverty. Poverty is the default. Wealth is created through production and exchange.
• We must reward productivity by lowering taxes and cutting red tape.
5. Encourage Entrepreneurship
Make it easier to:
• Start a business
• Employ others
• Trade across the world
Britain must be free from EU constraints. Free enterprise is the way forward.
6. End the Mental Health Excuse Culture
If you pay people to be unwell, many will remain unwell. When doing nothing is rewarded, many will do nothing. The system is set up to allow able-bodied people to live on benefits indefinitely. This must stop.
7. Rebuild the Education System
Children should be taught:
• Mathematics
• English and English literature
• British and world history
• Science: biology, chemistry, physics
• Geography and world knowledge
• Technology, business, and personal finance
• Critical thinking and the scientific method
They should not be taught:
• Gender ideology
• Climate alarmism
• Socialist doctrines
Education must be about truth, not ideology.
8. Secure the Borders
Illegal immigration must be stopped entirely. By definition, every illegal immigrant is a lawbreaker. Many are not assets, and some are dangerous.
The government’s duty is to protect the border. It is failing. Reform UK would make the border impervious to illegal entry.
9. Fix the Police and Justice System
The legal system has been captured by globalist ideology. It no longer protects rights—it violates them.
• Justice means: you get what you earn and keep what you’ve earned.
• The police must uphold the law, not be agents of political correctness or social policy.
They must be impartial enforcers of justice—not representatives of the communities, but of the law within the community.
10. Reform Public Services
Public services:
• Should cost less
• Should deliver more
• Must become more efficient
Currently, inefficiency is rewarded because it is used to claim they are “underfunded.” That must end.
Public services should follow market principles:
• Supply and demand
• Scarcity
• Price and cost discipline
• Competition
They must prove increased efficiency before receiving more money.
Conclusion
Britain is being attacked from within. The Labour Party and the political elite are continuing the destructive work of the Conservatives, guided by a globalist ideology that seeks to concentrate power and reduce the rest of us to slavery.
To stop this, we must:
• Vote them out
. Sack them
• Restore freedom
• Rebuild productivity
• Teach the truth
• Guard our borders
• Demand justice
The nation can be saved—but only if we act. Now.

Petition to Stop the Unreasonable Reduction of the UK Speed Limit to 20mph.
The streets of Wales have recently fallen victim to a policy that seems more focused on financial gain than on public safety under a Labour council. The sudden and widespread reduction of speed limits to 20mph has been implemented without sufficient consideration for the everyday road users and commuters who depend on efficient travel. What was once an acceptable 30mph in residential areas has been slashed to a crawl, and the consequences have been largely negative.
This reduction is not truly in the interest of road safety or the residents’ well-being. Instead, many believe it is a thinly veiled attempt to generate revenue through fines and increased enforcement. Speed cameras and traffic monitoring systems are now more prevalent, leading to hefty fines for those who accidentally exceed the new, overly restrictive limits. Such measures raise the suspicion that this policy is more about money-making than meaningful traffic safety improvements.
The case of Wirral is a glaring example. Residents have only until the 25th to express their concerns about this change, a shockingly short time frame that fails to allow for proper consultation or debate. This rushed process reflects the lack of consideration given to drivers and road users who are most impacted by the change. It also highlights the broader pattern of disregarding public input in favor of policies that unfairly punish drivers.
A closer look at the statistics brings into question the necessity of this drastic change. According to a UK government report from 2018, only 15% of road accidents occurred on roads with a 30mph limit. This calls into question the reasoning behind the move to further reduce speeds. If the majority of accidents are not occurring in these zones, is there a genuine need for such a reduction? Or is it simply a tactic to pad government coffers through the exploitation of road users?
We want to be clear: this is not a plea to allow reckless driving or speeding. We are advocating for a fair and balanced approach to road safety. The 20mph limit has unfairly hindered commutes, created unnecessary frustration, and turned local streets into a trap for fines. The balance between road safety and practicality has been lost, and the resulting policy seems designed more to penalize drivers than to protect them.

We are calling on the government to review and reconsider the imposition of these 20mph speed limits across the UK. Let’s work towards a sensible, evidence-based approach that values road safety without sacrificing practicality or unduly punishing law-abiding drivers.
Similar to Wales, under a Labour-led government, many speed limits across the country will be subject to review, beginning with the Wirral. This appears to be yet another government tactic aimed at strict enforcement, disproportionately impacting the working class by lengthening commuting times with reduced speed limits.
