Safety By Education Not Speed Enforcement (Sense BC)

Links To Our Campaign For Safer Roads Through Beter Driving

Sense BC is a seasoned road safety organisation based in British Columbia, Canada. The title letters stand for ‘Safety by Education Not Speed Enforcement’.

We are immensely grateful to them for reminding us about the fundamental principle upon which British road safety practice was founded, namely that:

“The Reasonable and Safe Actions Of The Majority Of Drivers Are Legal”

It is our aspiration to get this principle restored throughout the UK if necessary through the Great Repeal Act that our associates in GB PAC are in the process of drafting.

This page weaves insights from Sense BC with our own insights from the Campaign For Safer Roads Through Better Driving, linking these to our wish to see our Five Reforms incorporated into Party election manifestos for the Welsh Senedd elections in 2026 and the UK General election in 2029.

We seek to show how it will be necessary for the Senedd to advance our Five Reforms in 2026 to eradicate the injustices that the Welsh Labour Government has inflicted upon drivers.

Again it should be emphasized that neither SENSE BC nor ourselves advocate for more speed. We are neither “pro-speed” nor “anti-enforcement”. Rather both campaigns argue for integrity in speed limits which don’t make what the Canadians call ‘scofflaws’ out of the reasonable and safe majority of drivers, and traffic laws which don’t unjustly punish people and empty the wallets of motorists.

The Definitive Truth About Speed And Speed Enforcement

Sense BC’s Mission:

“End Policing For Profit. Smart Laws. Better Driving. Safe Roads”

This aspiration aligns exactly with our ‘Five Reforms’ / ‘Campaign For Safer Roads Through Better Driving’ and so we commend the Sense BC website: www.sense.bc.ca/

Sense BC’s website is a mine of useful information and links. It includes two compelling videos – one challenging the “Speed Kills” narrative and the other drawing attention to the Misuse of Crash Statistics, both equally valid in the UK.

(The Speed Kills video can be seen below and the Crash Statistics video can be found on the ‘Lies, Damn Lies, And Statistics’ tab found on the Senedd Election 2026 page.)

If Driving at the 85th percentile speed is safest, why are we coercing drivers to drive at less safe speeds?

The table below was posted on a Facebook group in Wales opposed to blanket 20mph speeed limits. The author said:

“I compared the average speed and levels of compliance between the B4245 Severnside scheme to every urban single carriageway 40mph limit road in Cheltenham and Gloucester”.

This table shows the results:

Commenting on this post, someone wrote:

I think it’s understood by now this had nothing to do with speed limits and definitely not safety although that was how it was so badly disguised, wrapped and sold.

It had everything to do with the Marxist agenda of disincentivising car use/private travel, (as touted in their manifesto), and which is still being normalised in politics and the media across the UK and EU against majority wishes.

That’s why the WAG is so reluctant to rescind the limits, and hubristic about the reason for them. They’re following orders of those higher (to them).

Let’s be clear

If you have to normalise it

It’s not normal!

WE AGREE!

Bottom Line:
Setting Speed Limits Rationally Using The 85th Percentile Protocol
and Enforcing Them Sensibly With Regard To That Protocol
Ought To Become The Holy Grail Of Safer Roads In Wales
Anything other is Entrapment

Comment From A British Columbia resident to give hope to the Welsh

SENSE were formed to fight speed cameras but this is a battle which was won many years ago. Photo radar was banned in BC in almost all cases due to public opposition. There are a few red light cameras which also monitor speed but they are few and far between. That is one difference between the UK and Canada. Although it is true that we have some very left-leaning politicians, provincial and federal governments are more sensitive to public opinion and will often reverse policies which are unpopular

Tell Me Again! How Should Speed Limits Be Set?

“Sense BC supports speed limits that reflect the UPPER limit of SAFE travel speeds to ensure the reasonable and safe actions of the majority of drivers are legal.

They are advocates for laws and enforcement designed to improve safety, traffic flow and efficiency and reject legislation and/or enforcement which covertly or overtly robs motorists. Good laws should be based on science, and not politics”.

To quote SENSE BC’s Founder Ian Toothill:

“Sense BC doesn’t advocate more speed and we are not a “pro-speed” nor an “anti-enforcement” lobby group. We argue for integrity in speed limits which don’t make scofflaws out of the reasonable and safe majority of drivers, and traffic laws which don’t unjustly punish people and empty the wallets of motorists.”

(An aritcle by Ian Toothill entitled “Who’s Driving the Anti-Motorist Bus Regarding BC Speed Limits?” can be found under the Welcoming Roads tab).

Our Five Reforms For Safer Roads Through Better Driving Aims To Restore Commen Sense Best Practice.

These Reforms enapsulate the wisdom which Sense BC espouses, and if adopted by the Welsh Government in 2026 will restore sanity and consensus to a situation which is now hopelessly adrift. They will achieve this by:

  1. Restoring Reasonable DiscretionTo Enforcement And Prosecution Decisions
  2. Putting Thinking Skills At The Heart of Driver Training and Licensing
  3. Reinstating Road Traffic Patrols Which Blair Sacrificed On The Alter of Technocracy
  4. Restoring Sensible Speed Limit Setting To Be Carried Out by Road Engineers, Not Politicans, Using The Time-Honoured 85th Percentile Principle
  5. Engaging Communites To Help To Create a National Culture of Safer Driving

These policies are honest and straightforward measures to be implemented as a package. They are driven by rationality and common sense, not woke ideology.

WE COMMEND THEM TO THE NEW WELSH GOVERNMENT IN 2026

>>>>> UNUSED MATERIAL TO RELOCATE

An essay listed under the Resources tab asserts that the “Speed Kills” mantra is a safety scare that costs lives. What the Welsh Labour Government has done is to buy into this scare hook, line and sinker for its own nefarious purposes.

It has implemented a “one size fits all” approach to punish (ie monetise) all drivers who make simple human errors and technical transgressions when the behaviour of maybe 85% of drivers is nonethless reasonable and safe. This is nothing short of tyranny which must be brought to an end in 2026.

The below video emphasises the point that speed limits should be set by qualified road engineers – not policticians -so that 85% of drivers – the safe and reasonable majority can readily comply with them. This is a far cry from what is happening in Wales under the blanket 20mph regime at present.

Where speed limits have been set unreasonably low for ideological reasons as in the blanket 20mph speed restrictions in Wales, drivers have quickly cottoned on to this being a predominantly money-making exercise which has little to do with safety. No wonder they feel a sense of outrage and injustice.

A Blanket ‘One Size Fits All’ Approach Which Is Wilfully Blind To Actual Driver Behaviours Completely Undermines Road Safety Effort, Policing By Consent and Respect For The Law

Some may see this as a radical statement because of how far roads policing has strayed from its core “Three E’s” principles since Tony Blair took office, but we fundamentally agree with

Our Reform 1 embraces this principle and is fundamental to changing the zeitgeist of the current enforcement regime. A question to ask political parties canvassing for your vote in 2026 therefore is: “Do You Agree With The Above Statement?”.

As our Reform 1 points out, this wise principle was espoused in the Report of The Road Safety Commision as farbasck as 1947 but now, with the advent of “absolute offences” for which, in effect there is no right of appeal, as a country we have seriously lost our way.

We thus seek to restore this principle to British Policing to operate in tandem with Reform 4 which seeks to restore rational speed limit setting for optimum safety ty and maximum compiance. This should of course be the remit of professional road engineers and not politicians

Sense BC’s video (below) sets out what every awake driver can relate to and support but which all governments since Tony Blair’s have been in denial of.

DRIVERS ARE NOT STUPID SO STOP INFANTILISING THEM!
